ALL-CLEAR is an independent stand-alone consulting company offering a complete range of UXO assessment, surveying, training, planning, and oversight. Because we are not affiliated with other EOD companies or service providers, the interests of our clients always come first.

Our Team

Garrett Reddy, BA, CD3

Project and Program Manager

With more than 42 years in the Canadian Forces both domestically and abroad, Garrett’s positive and focused leadership style builds efficiency and success into every project he works on. With both a clear vision of the big picture and a keen eye for detail and risk, he uses his intercultural and diversity competencies to skillfully and ethically manage and mentor teams and keep projects on track. Garrett is an expert in maritime security, including diving and explosive ordnance disposal, military operations, and offshore oil and gas operations. He was Principal Security Advisor to the Canadian-Newfoundland and Labrador Offshore Petroleum Board (C-NLOPB) from September 2012 to March 2016.

Steve Donovan, CD1

Senior Consultant

With more than 28 years’ combined experience in the Royal Canadian Engineers and the Royal Canadian Navy as a clearance diver, Steve is a highly qualified and experienced UXO project leader, safety officer, and quality control specialist. He has a certificate in Health, Safety and Environmental Processes from the University of New Brunswick and is a certified Safety Manager/Trainer. Steve developed and delivered the first UXO Assistants program in Canada and created a training program for non-qualified UXO support professionals. He has consulted on projects throughout North America, and in India, Egypt, Taiwan, and Flanders Fields in Belgium and Holland. Both private industry and government regularly call on Steve to consult on accident and fatality investigations in the occupational diving industry.

Charles Trombley, CD2, MMM, CHT

UXO and Diving Expert

As a qualified UXO and diving specialist and certified hyperbaric technician, Charles has worked in both the military and private sector for decades. A specialist in the development and implementation of safe work and environmental practices, he has participated as an advisor or technical auditor for a number of safety and certification bodies. Charles served as Senior Chief of Explosive Ordnance Disposal for the Canadian Forces and Chief Diver of Fleet Diving Unit (Atlantic). He has worked in the UXO industry in Nova Scotia, Belgium, and Taiwan. Bringing 35 years of military as well as private sector experience and extensive knowledge to your site keeps your project moving, maintaining high productivity and a safe work environment.

Keith Musselman, CD2

Munitions Expert

Keith is a UXO specialist with more than 38 years of navy experience in clearance diving, explosive ordnance disposal (EOD), and security. He has been involved in or conducted diving and EOD operations on several continents. As a senior non-commissioned officer, he conducted and coordinated training in EOD/IEDD (Improvised Explosive Device Disposal) and was senior supervisor of dive training and life support equipment repair. Keith has held positions as a senior diving instructor, EOD Centre Chief, Diving Maintenance Chief, Training Standards Chief, and Unit Security Officer. Since retiring from the military, he has assisted as a UXO specialist in a major dredging operation in Asia, providing onboard support, safety training, and advice to a major international company for extended periods in a former conflict area.
